The beta stage was used as a testing ground for some of the cards that were removed during launch. Like many games, our dev team analyzes data based on a number of factors that may include player behavior, in-game strategy, etc. These are just examples of how balance is determined. We hope to see these premium HQ's once again in battle.
For the meantime, please feel free to build your own strategies with the HQ's provided in the current tech tree.
